You can remove the hard drive and attach it to your new one. If you're buying a new console because you want more memory, you can get a hard drive transfer kit to move your save data to the new hard drive, but if that's your reason then I would recommend buying a hard drive separately and just attaching it to your current Xbox (new hard drives come bundled with the transfer kit).
If you didn't want to worry about transferring all that stuff you can transfer your access to the downloaded games to your new xbox. Go to xbox.com and you can transfer all your licenses over to a new xbox. You will be able to download them all again and not pay for them. The only problem is with any saved game files that you have. You can't transfer those online. I used memory card to transfer, picked it up half price at a used game store. Some game saves won't go, unfortunately.
Use the data transfer cable to transfer all your content from your old hardrive to the new one, but you will also need to do the DRM license transfer on xbox.com to move the licences to the new hardrive/console combo. If you don't do that you will have to be online to play your DLC and XBLA
